This is the way of verifying completed tasks and transactions so the affiliate can be properly compensated. Becoming an affiliate shouldn't require any fees, however some publishers choose to pay for their own websites, domains, apps, and advertisements. It's very necessary to deliver quality, attention grabbing content online to help generate traffic, bring in leads, and turn visitors into customers. Aslong as you successfully bring customers to the company you're promoting for, you will be paid accordingly.

CPA stands for Cost Per Action, also known as PPA(Pay Per Action) or Cost Per Conversion, is an online advertising pricing platform where the Advertiser pays for specific actions such as; filling out forms, signing up for free trials, getting estimates or quotes, loan approvals, and purchasing products or services.
Affiliate Networks are generally free to join for Affiliates/Publishers but may require fees from Advertisers. A large database of Vendors are provided and categorized by the Affiliate Network making the process simpler and easier to organize especially when promoting multiple vendors. The Affiliate registers for an account with network of choice by providing name, contact information, name of personal website or promoting source, SSN, completion of W-9 for tax purposes, after approval recieves links, ads, and promotional content. Some networks don't require verification of promoting sources, you're free to promote anywhere aslong as you're not breaking the policies/terms described by the merchant and promoting source.
Depending on the Affiliate Network; reporting tools, campaign managers, tracking tools, promotional products, support, and more will be provided. Some networks maintain a payment threshold, such as earning $50 before you can be paid. Most offer multiple payment methods, either Direct Deposit, Check by Mail, or Payment Processors. For some methods you will be charged a fee.
